A Temporary Residence Card (TRC) in Vietnam is a travel document issued by the immigration authorities or authorized agencies of the Ministry of Foreign Affairs. It allows foreign nationals to reside in Vietnam for a limited period and serves as a replacement for a visa.

Eligibility for a Temporary Residence Card

The TRC is applicable to individuals holding the following types of visas:

1. LD1 and LD2: Issued for foreign workers.
2. DT1, DT2, and DT3: Issued for investors.
3. NG3: Issued for those entering Vietnam for diplomatic purposes.
4. LV1 and LV2: Issued for individuals working with Vietnamese authorities.
5. DH: Issued for students and interns.
6. PV1: Issued for foreign journalists.
7. LS: Issued for foreign lawyers.
8. NN1 and NN2: Issued for Chief Representative Office, Project Manager of foreign NGOs, chief of foreign representative office in Vietnam.
9. TT: Issued for spouses and children under 18 years old of holders of LV1, LV2, DT, NN1, NN2, DH, PV1, LD visas. It is also available for foreign nationals who are parents, spouses, or children of Vietnamese citizens.

Note: Investors using a DT4 visa with a capital investment of less than VND 3 billion are not eligible for a TRC.

Validity of the TRC

The validity of the TRC varies depending on the visa type:

1. DT1 visas: Up to 10 years.
2. NG3, LV1-2, LS, DT2, and DH visas: 5 years.
3. NN1-2, DT3, and TT visas: 3 years.
4. LD1-2 and PV1 visas: 2 years.

Important Note: To be granted a Temporary Residence Card in Vietnam, foreign nationals must have a passport valid for at least 13 months. The validity of the TRC will be shorter than the remaining validity of the passport by at least 30 days. Therefore, if the passport has a validity of only 13 months, the TRC will be granted for a maximum period of 12 months. In this case, if the foreign worker wants to obtain a longer-term TRC, they should proceed with passport renewal before applying for the TRC.

Required Documents for TRC Application

The required documents for TRC application vary depending on the case. Here are the general requirements:

1. For foreigners with a work permit or work permit exemption in Vietnam:

• Certified copy of the Business Registration Certificate, Investment License, or Operation License of the company, branch, or representative office, depending on the type of enterprise.
• Certified copy of the Certificate of Seal Registration or the Notice of publishing information about the seal specimen of the enterprise on the national portal for business registration.
• Certified copy of the work permit or work permit exemption certificate of the foreign worker, valid for at least 12 months.
• A document introducing the seal and signature of the organization’s competent person (Form NA16).
• Application form for the Temporary Residence Card (Form NA6).
• Declaration form for requesting the issuance of the Temporary Residence Card for foreigners (Form NA8).
• Introduction letter for the Vietnamese employee assisting in the application process at the Immigration Office.
• Original passport (valid for a minimum of 1 year, or 2 years for a 2-year Temporary Residence Card) with a valid visa with "LD" or "DN" endorsement issued by the sponsoring company.
• Temporary residence registration letter of the foreigner certified by the local police where the foreigner is currently residing in Vietnam (if applicable).
• 2 passport-sized photos (2cmx3cm) with a white background.

2. For the foreign spouse of a Vietnamese citizen

• Certified copy of the Marriage Registration Certificate.
• Application letter for guarantee and issuance of the Temporary Residence Card for foreigners (Form NA7).
• Declaration form for requesting the issuance of the Temporary Residence Card for foreigners (Form NA8).
• Original passport and family visa (valid for at least 13 months).
• 2 passport-sized photos (2cmx3cm) with a white background.
• Certified copy of the Vietnamese spouse's Household Registration Book.
• Certified copy of the Vietnamese spouse's ID card.

3. For foreigners whose parent is Vietnamese

• Birth certificate or other documents proving the current Vietnamese citizenship of the parent.
• Application letter for guarantee and issuance of the Temporary Residence Card for foreigners (Form NA7).
• Declaration form for requesting the issuance of the Temporary Residence Card for foreigners (Form NA8).
• Original passport and family visa (valid for at least 13 months).
• 2 passport-sized photos (2cmx3cm) with a white background.
• Certified copy of the Vietnamese parent's Household Registration Book.
• Certified copy of the Vietnamese parent's ID card.

4. For family members of foreigners working in Vietnam

• Certificate of operation of the enterprise or organization where the foreigner is working.
• Certificate of seal registration of the enterprise or organization where the foreigner is working.
• Passport and Temporary Residence Card of the sponsor (if already issued).
• A document introducing the seal and signature of the organization’s competent person (Form NA16).
• Letter and application for the issuance of the Temporary Residence Card for foreigners (Form NA6).
• Declaration form for requesting the issuance of the Temporary Residence Card for foreigners (Form NA8).
• Introduction letter for the Vietnamese employee assisting in the application process at the Immigration Office.
• Passport and family visa of the applicant (valid for at least 13 months).
• The temporary residence registration confirmation of the foreigner certified by the local police where the foreigner is currently residing in Vietnam.
• 2 passport-sized photos (2cmx3cm) with a white background.
• Certificate of family relationship, marriage registration, or birth certificate (for children under the sponsorship of their parents).

5. For foreign investors in Vietnam

• Certified copy of the Business Registration Certificate and Investment License, clearly indicating the foreign investor's capital contribution details.
• Certified copy of the Certificate of Seal Registration or the Notice of publishing information about the seal specimen of the enterprise on the national portal for business registration.
• A document introducing the seal and signature of the organization’s competent person (Form NA16).
• Application form for the issuance of the Temporary Residence Card for foreigners (Form NA6).
• Declaration form for requesting the issuance of the Temporary Residence Card for foreigners (Form NA8).
• Introduction letter for the Vietnamese employee assisting in the application process at the Immigration Office.
• Passport and original visa (valid for at least 13 months and appropriate for entering Vietnam for the intended purpose).
• The temporary residence registration confirmation of the foreigner certified by the local police where the foreigner is currently residing in Vietnam.
• 2 passport-sized photos (2cmx3cm) with a white background.

Working hours: Monday to Friday (except for New Year's days, public holidays, Saturdays, and Sundays).

Processing Fee and Processing Time

Temporary residence cards valid for 1 to 2 years: US$145/card
Temporary residence cards valid for 2 to 5 years: US$155/card

The processing time for the TRC is within 5 working days, excluding weekends and national holidays.
